POSITION: 20190194 City Forester Hiring Range: $5,967 – $6,630/month
Division: Natural Resources Full time regular benefitted
Department: Public Works & Natural Resources Mon-Fri 8:00am – 5:00 pm with occasional weekends and evenings
DEFINITION: Under the general direction of the Parks Superintendent, administer the City’s Urban Forestry Program. Plan, organize, coordinate, and supervise activities associated with the management, development, maintenance, and care of trees on City land interests and rights-of-ways. Coordinate and monitor contracted services; provide technical assistance and public assistance.
PRINCIPAL DUTIES: Plan, organize, and coordinate the activities of the City’s Urban Forestry Program. Serves as a leader and spokesperson for urban forestry within the City of Longmont. Develops urban forestry management plans and coordinates short and long term goals. Develops City ordinances and policies relating to arboriculture and urban forestry practices. Actively manages the urban forestry program towards sustainable outcomes. Assesses the condition of potentially hazardous trees on public and private property. Provide technical assistance and advice regarding Urban Forestry with other divisions, departments, agencies, developers, public utilities, and the general public. Draft and monitor contracts and specifications, management reports, and proposals for urban forestry activities. Develop, administer, and monitor forestry services budget. Monitor activities of contractors, developers, and private citizens based on the requirements of city policies and ordinances related to forestry. Support code enforcement activities as necessary. Respond to service requests and investigates concerns and complaints. Design and manage a computerized management program including an inventory of public trees. Administer licensing program for tree service contractors. Develop educational and informational programs, coordinate volunteer activities, work with community groups on tree related issues and make presentations regarding urban forestry. Provide professional advice and guidance to other City staff on arboriculture, horticulture, and landscape architecture for City projects. Selection, training, supervision and performance review of staff. Performs tree appraisals, tree mitigation and tree preservations inspections and reports. Procurement of essential forestry equipment. Provide an urban wood utilization program. Plans, implements and organizes annual Arbor Day celebration. Maintains annual Tree City USA designation. Provides exceptional internal and external customer service. Performs essential duties and additional tasks in a manner which enhances City Attributes.
WORKING ENVIRONMENT: Work is performed indoors and outdoors, under varying and extreme weather conditions. Work includes exposure to noise, dust, pollen, gases, oils, solvents, and chemicals including a variety of herbicides, pesticides, and fertilizers. Work occasionally requires considerable physical effort including lifting and carrying up to 50 pounds, bending, stooping, kneeling, climbing, pulling, pushing, walking, and standing for extended periods of time. Some pruning and trimming duties must be performed at a variety of working heights above the ground. Coordination of eyes, hands, legs, and body is needed.
QUALIFICATIONS: Any combination of education and experience equivalent to a Bachelor’s Degree in Forestry, Horticulture, or a related field and five years of increasingly responsible experience in urban forestry. Supervisory experience preferred, or demonstrated skills/training in supervision. Special Qualification: Possession of, or ability to obtain, a valid Commercial Driver’s License, Class B. Possession of, or ability to obtain, ISA Arborist certification within 1 year of employment.
