Position Summary (Major Job Duties)
This is a technical position involving landscape plan review; processing, issuing, and reviewing tree permit and mitigation permits; and enforcing the City code as it relates to landscaping, trees, zoning, and related matters. Inspects job sites to insure compliance with the approved site and/or landscape plans prior to a certification of occupancy being issued by the Building Division. Prepares/drafts minor plans for retroactive-landscape compliance. Processes Tree Removal Permits; including tree appraisals for mitigation. Responsible for tree removal permit inspections for approval, final landscape, and/or occupancy. Provides technical assistance to the Public Works Department as needed. Assists Code Compliance in presenting Code Cases and Special Magistrate Hearings as it relates to landscaping. Inspects developed sites to insure the landscaping is being properly cared for and maintained. Assists public residents with concerns as it relates to landscaping. Work is performed within the Zoning Division and under general supervision of the Urban Forester. Performs related work as required.
Qualifications (Education, work experience, special requirements)
Associate’s degree in landscaping, horticulture, agriculture or other appropriate field is preferred.
Three (3) years’ experience in municipal permitting and/or landscape inspections. Must possess ISA Arborist Certification, or possess within six (6) months from hire date. Must possess LIAF Landscape Inspector’s Certification, or possess within six (6) months of hire date. Must gain FNGLA Florida Certified Horticultural Professional Certification (FCHP) within one year of hire date. Knowledge of principles and practices of landscape and arboriculture techniques. Comprehensive knowledge of native, non-native, invasive and nuisance trees, shrubs, and plants. Possession of a valid, appropriate driver's license and an acceptable driving record. Ability to interpret ordinances as it relates to landscaping and beautification. Must have use of sensory skills i.e. see, read, talk, hear, handle, or feel objects and controls, in order to effectively communicate and interact with staff and the public.
Significant standing, walking, moving climbing, carrying, bending, kneeling, crawling, reaching, handling, pushing, and pulling. Ability to move up to 50 lbs. A comparable amount of training and experience may be substituted for the minimum qualifications.
