Municipal Arborist Specialist - Inspector

Job Title:

Municipal Arborist Specialist – Inspector

Summary:

The Municipal Arborist Specialist Inspector (MASI) inspects all service requests related to tree issues, documents inspection results and determines scope of work needed for maintenance.  The MASI is the primary community contact for all service request jobs.

This position functions as an inspector within the City Arborist Group (CAG), a section of the General Services' Landscape Management Division.

Major Duties and Responsibilities:

  • Inspect urban forestry related service requests from citizens & City departments
  • Create work orders for in-house & contractor tree crews
  • Update tree inventory data pertaining to contractor & City work
  • Conduct tree risk assessment related to preservation of City trees
  • Review & select tree planting locations for City street tree planting program
  • Enforce Charlotte Tree Ordinance & assess civil penalties / fines as needed
  • Provide program support for City of Charlotte's role in Trees Charlotte initiative
  • Use City Works work management software / Microsoft Office programs / Charlotte Explorer GIS tool / MUNIS accounting software program
  • Participate in on call emergency program as an on-call supervisor & assist with large scale storm response / emergency response efforts as needed
  • Walking / bending / minor climbing / lifting / stooping / grasping / squatting
  • Perform other tasks as needed

Knowledge, Skills & Abilities:

  • ISA Certified Arborist certification & Tree Risk Assessment Qualification or ability to obtain both within six months of hire
  • Thorough knowledge of plants / trees / shrubs indigenous to NC & southeastern US
  • Experience in tree selection / soil analysis / tree care operations / equipment / tree risk assessment
  • Knowledge of products & methods relating to arboriculture / horticulture / related fields
  • Knowledgeable in all phases of tree planting / tree identification / insect & disease problem solving
  • Knowledge of basic designs & principles for planting within roadways / urban environments
  • Ability to read & interpret construction / landscape plans & perform related tasks
  • Proficiency in Microsoft Word / Excel / Outlook
  • Excellent verbal & written customer service skills
  • Ability to work schedule varying with seasons including occasional on-call / night / weekend work
  • Excellent organizational skills with ability to work & manage multiple programs / projects
  • Ability to plan / prioritize / organize work
  • Complete assignments with minimal supervision
  • Budget management experience
  • Ability to set work priorities / detail oriented / ability to meet deadlines
  • Work in adverse weather conditions

Preferred Qualifications:

  • Bachelor’s degree in Arboriculture / Forestry / related field
  • Five years of arboricultural experience
  • Local government experience
  • Certification as ISA Certified Arborist & Tree Risk Assessment Qualification
  • Experience with ArcGIS

Minimum Qualifications:

  • High School diploma/GED with three (3) years of relevant work experience; or an Associate's degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
