Summary of Job

Under the direction of the Forestry and Landscape Operations Superintendent, the City Arborist participates in all forestry and landscape operations including but not limited to planting, pruning, removal and caring for trees, landscape, turf and landscape plantings along City streets, parks and other City owned properties. This position responds to emergencies in order to remove broken branches, fallen trees and participates in snow and ice control operations, athletic contest preparation and special event set up. Position assumes the duties and responsibilities of the Forestry and Landscape Operations Superintendent in their absence. 

Tasks Routinely Performed

Must be fully competent and perform at a satisfactory level in all essential duties.  The routine tasks listed below are required for the knowledge, skill, and/or ability for the position. 
 

  1. Lead, motivate and actively participate in work while monitoring forestry staff efficiency and success of tasks. Keep Forestry and Landscape Operations Superintendent informed of progress. Effectively coordinate, assign and scheduled work of forestry personnel in cooperation with the Forestry and Landscape Operations Superintendent.  
  2. Perform, train and monitor natural and synthetic turf management operations including but not limited to brooming, mowing, mulching, aerating, seeding, topdressing and irrigating operations.  
  3. Assisted by a planting crew, plants trees on street right-of-way, parks and other lands under City jurisdiction and functions as crew leader to ensure proper planting procedures are followed. 
  4. Performs timely maintenance including pruning, fertilizing, watering, mulching, staking, wound treatment and insect and disease control on a variety of trees and woody ornamental plants.  
  5. Removes dead and hazardous trees in park areas, along street ROW and prepares the wood for use as saw logs, firewood and chips using a brush clipper and bucket truck. 
  6. Conducts city-wide tree survey to identify, locate, sample and mark diseased and/or insect infested trees.  Also maintains accurate field records to facilitate proper notification of owners of diseased trees pursuant to City ordinance. 
  7. Enforces other provisions of the forestry ordinance including the public nuisance section on public and private lands and issues citations for violations of certain ordinance provisions. 
  8. Functions as a working leader in the training and direction of seasonal employees and other temporary workers assigned to the Forestry Division. 
  9. Designs, plants and maintains annual and perennial flower beds located in the public areas throughout the City. 
  10. Applies and supervises the application of pesticides in turf and ornamental plantings and right-of-way areas. Work varies from boom spraying broadleaf weed control to trunk injections for emerald ash borer control. 
  11. Prepares work lists for, and inspects the work of, contractors employed by the City for tree and stump removal and trimming.  
  12. Assists in the planning and implementation of Arbor Day programs and observances. 
  13. Assists in the development of street tree planting plans. 
  14. Advises residents on proper selection, planting and maintenance of home landscape plantings; diagnoses insect/disease problems and makes control recommendations. 
  15. Makes occasional education presentations to groups such as clubs and students. 
  16. Assists with playground repairs as needed.   
  17. Establish and maintain a positive working relationship with peers, supervisor, seasonal employees and the general public. 
  18. Assisting the public as needed, while conveying the mission of the City of Stevens Point in a positive and professional manner. 
  19. Attends continuing education classes as directed by supervisor.  
  20. Other related duties as required.

 

Qualifications

Bachelor’s Degree in Forestry, Urban Forestry, or Arboriculture required and two years’ experience with forestry and landscape maintenance or closely related field, or equivalent combination of education and experience. Certified Arborist by the International Society of Arboriculture required, or the ability to obtain within 12 months of hire.
 
Possession of a valid Commercial Driver’s License (CDL) issued by the State of Wisconsin, or ability to obtain within six (6) months of hire, with a good driving record.
 
Wisconsin Commercial Pesticide Applicators License or ability to obtain license within 12 months of hire. 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

  •  Must be able to work day or night hours with minimal notice.
  •  Must be able to work in outdoor and indoor environmental conditions from extreme heat, rain, snow, humidity, to extreme cold.
  •  Must be able to occasionally lift 50-100 pounds and 20-50 pounds continuously five days per week.
  •  Must be able to coordinate and accomplish service calls seven days a week.
  •  Must not have limitations that impair performing the responsibilities of the position which require the use of both hands.
  •  Must be able to bend, twist, kneel, and squat for repair requirements.
  •  Performance of tasks may involve exposure to machinery and its moving parts as well as gases, chemicals and exhaust.
  •  Must be able to sit to drive and operate equipment continuously 6 - 8 hours per day.
  •  Must have no restrictions from continuous motion and vibration.
  •  Must be able to utilize hand controls continuously 6 - 8 hours per day.
  •  Must have no impairments that restrict working at heights above 50 feet.
  •  Must have no limitations on seat belt use.

Essential Knowledge & Skills

 

  1. Knowledge of plants, especially woody plants, morphology, physiology, taxonomy and ecology.  
  2. Knowledge of the dynamic forces of trees under stress.  
  3. Knowledge of soil physical, chemical and biological properties and plant/soil interrelationships. 
  4. Knowledge of the occupational hazards and safety precautions necessary for tree work and working in and around utilities and traffic work zones.  
  5. Knowledge of the principles and practices of arboriculture, including but not limited to methods and techniques for planting, removing, pruning, fertilization and wound treatment. 
  6. Knowledge of common insect and disease problems of ornamental plants and the pest life cycles that dictate methods and timing of control measures; and ability to interpret the signs and symptoms leading to the correct diagnosis of unknown problems. 
  7. Knowledge of pest management principles, including the concept of Integrated Pest Management and skill in the proper selection and use of pesticides. 
  8. Skill in the safe use and operation of numerous power and hand tools and equipment common to arboriculture and grounds maintenance activities and sufficient mechanical knowledge and skill to properly maintain them. 
  9. Thorough knowledge of the City Forestry and Park ordinances and the ability to effectively and judiciously enforce their provisions. 
  10. Skill in effective oral and written communication, basic record keeping and the ability to deal regularly with the general public in an informative and tactful manner. Ability to maintain written and computer-generated reports and forms. 
  11. Knowledge on operation of dump truck, bucket truck, garbage truck, snow removal equipment, tanker vehicles, chippers, grapples, loaders and light, medium and heavy equipment.  
  12. Ability to work effectively without direct supervision and to get along well with fellow employees and supervisors.
