General Statement

The Urban Forester, under general supervision, develops, manages, and/or monitors activities related to the conservation, preservation, and proliferation of trees in Union County. Functions as a professional Urban Forester specializing in urban forest management. Provides leadership for the development and implementation of an effective urban forestry education program to meet the needs of the county population. Interacts with citizen groups to discuss urban forestry plans, answer questions, and provide professional expertise in tree maintenance and related areas. Employee must exercise considerable tact and courtesy in frequent contact with Federal, State, County and municipal officials, and the general public.

 

Essential Functions

 

Works with and through communities to increase their awareness of issues related to tree and green space and assists them in addressing their specific needs, guiding them to realize the overall value and management needs of their "green infrastructure."
 
Assists municipalities in developing sustained community forestry programs through street tree inventories, establishing tree boards and shade tree commissions, developing and revising tree ordinances, developing strategic management plans for the planting, maintenance, removal, utilization, and overall management of the urban forest ecosystem.
 
Provides assistance in meeting the four criteria to qualify for Tree City USA.
 
Serves as a source of contact by providing information, materials, and resources to implement community forestry programs.
 
Leads and assists private landowners in the establishment and maintenance of trees on private property, and their safety.
 
Promotes the urban and community forestry program through presentations and other means to various groups.
 
Assists communities with Urban and Community Forestry Grant applications as appropriate.
 
Recommends alternative approaches to tree management to maximize the delivery of services within the constraints of the program budget.
 
Develops, writes and may assist in the presentation of municipal action plans for tree care.
 
Evaluates the effectiveness and usefulness of the latest technological advances in urban tree management; develops plans and procedures to incorporate such information into the County's program.
 
Applies a broad knowledge of the principles of urban forest management to evaluate new developments in the area of tree management.
 
Meets with and makes presentations regarding tree problems and issues to citizens, subdivisions, County agency staff, and utility companies.
 
Provides professional consultation advice regarding reforestation, landscape and grounds management, landscape design, parks, streetscapes, and other efforts requiring the advice of an urban forester.
 
Maintains contacts with engineering, site planning, landscape and park management employees inside the County and with local community leaders and private landowners to answer technical concerns about tree management and further program goals.
 
Provides direction in the selection, mixing and application of pesticides and herbicides.
 
Personally conducts investigations to find, treat and control tree related insects and diseases.
Interprets local forestry ordinances.
 
Recruits, trains, and supervises volunteers.
 
Develops and implements plans, strategies, and programs to conserve, preserve, and promote the planting of trees and urban forests within the County.
 
Compiles and calculates data/information for reports and cost estimates.
 
Conducts field visits for citizens and municipal staff about safety, health and management of trees.
 
Inspects sites and recommends treatment for diseases and parasites.
 
Confers with architects, developers, contractors, and development representatives to discuss tree preservation and landscaping techniques.
 
Drafts ordinances, policies, etc. relating to arboricultural and urban forestry practices.
 
Answers citizens' questions and provide assistance.
 
Researches information as needed or requested.
 
Enters data on appropriate forms/logs evaluations, etc.
 
Performs other related duties as assigned.
