Job Overview
Lead Natural Resource Protection Specialist performs supervisory duties in reviewing, evaluating, and rendering decisions on Natural Resources permit applications, and site evaluations for the preservation of natural resources. Conducts site assessments to determine potential for tree preservation, indications of wetlands, listed plant and wildlife species, and environmentally sensitive areas.
This position is working within the Natural Resources section of the Development Services Department. The ideal candidate will possess some or all of the following:
- Bachelor’s degree in Forestry, Landscape Architecture or other Natural Science.
- Strong knowledge of environmentally sensitive area identification, working with the Land Development Code, site plan and permit application review, tree preservation techniques during construction, and customer service best practices.
- The ability to effectively communicate both orally and in writing
- Currently possesses an ISA Certification, and if not already certified, must have the ability to achieve certification within 12 months of hiring.

Duties and Responsibilities
- Supervises the work of subordinate staff by scheduling, assigning, addressing escalated permit applications, and reviewing projects for Natural Resources requirements, providing training, and counseling and evaluating performance. Determines whether site plans meet the requirements of the LDC. Coordinates with the Environmental Protection Commission and Florida Fish and Wildlife Conservation
- Oversees the preparation and signs Natural Resources permits issued to the developer for Site Construction, Subdivision Infrastructure Construction, Master Subdivision Landscaping, Natural Resources Other projects, Grubbing projects, and Agricultural Exemptions.
- Reviews and approves permit applications and site plans and conducts site assessments to determine compliance with land alteration and landscaping ordinances relative to the protection of trees and vegetation, soil conservation, environmentally sensitive areas and listed plant and animal species.
- Evaluates plans for grading, adjacent zoning and zoning overlay district requirements, presence of wetlands, location of proposed utilities and stormwater infrastructure, presence of mapped significant wildlife habitat and Code required landscaping.
- Coordinates with applicant, developer, project engineer or consultant to resolve problem areas in project designs.
- Reviews permit applications and site plans for compliance with the natural resource related sections of the land development code
- Review of commercial, subdivisions, and single-family projects from initial stages through until permit issuance.
- Reviews, evaluates, and renders decision on natural resource permits applications for compliance with code criteria.
- Coordinates Natural Resources reviews of site construction plans, subdivision construction plans, single-family home lots, Master Landscaping permits, variance requests, tree removal requests, Capital Improvement Projects, Land Excavation permits, Agricultural Exemption requests, Natural Resources Other applications, and miscellaneous Building permit applications.
- Finds solutions to problems and answers questions received via email, phone calls and in-person from subordinates, department staff, other agencies, project applicants, and the public.
- Assists enforcement inspectors in monitoring project permit compliance, determining violations, and recommending corrective actions.
- Assists applicants and their representatives (landscape architects, civil engineers, architects, contractors) to understand the code requirements.
- Performs other related duties as required.

Physical Requirements
- Office work/requires sitting for an extended period. Sometimes under noisy or stressful conditions.
- Walking occasionally through heavy vegetation (typical central Florida weather (including extreme heat and inclement weather)
Work Category
- Sedentary Work-Exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Minimum Qualifications Required
- Bachelor’s degree in Natural Science, Natural Resources, Environmental or Landscape Architecture; AND
- Four years of experience with Natural Resources permitting reviews or in an environmental field;
OR
- An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies;
AND
- Possession of current Driver's License;
AND
- Must obtain within 12 months of hire International Society of Arboriculture (ISA)Arborist Certification.
