PERS/PARS CONTRIBUTION: The applicable retirement contribution (PERS/PARS) is deducted from the listed salary/wage for employee's retirement benefits.

THE POSITION

NOTE: In an effort to ensure a safe and healthy workplace for all employees, City of Glendale has implemented a Mandatory COVID-19 Testing Policy. The Policy will require all City employees, volunteers, interns, and new hires to test for COVID-19 on a weekly basis unless they provide proof of having received their single dose of a one-dose COVID-19 vaccine regimen or the second dose of a two-dose COVID-19 vaccine regimen. This Policy is currently suspended but may be reimplemented depending on the circumstances.     

 

Under the general direction of the Public Works Maintenance Services Administrator, this technical position assists with management of an urban forestry program for city-owned street trees and private indigenous trees.


Essential functions of the job include, but are not limited to, the following:

Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.  

 

Researches, investigates and prepares reports.  Plans, develops, coordinates, implements and evaluates programs in the urban forestry area.


Writes and administers forestry grants and oversees reforestation programs.


Coordinates distribution of urban forestry educational materials and develops new components to the public outreach program.


Oversees tree permits system and issuance procedures.  Assists in the coordination of contract work programs.


Updates and maintains data entry in the tree inventory and other computer systems, and coordinates and analyzes information flow respective to the tree permits and other administrative processes.


Prepares information for plan reviews, claim or legal issues and conducts tree inspections related to tree conditional assessments and appraisals.


May inspect and monitor projects on development sites with protected trees.


Works with various City departments.


Researches and assists with preparation of annual and project budgets. Attends meetings and City events, represents the City in the community, and professional meetings.


Drives on City business as necessary.


Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.


Performs other related duties as assigned or as the situation requires.

MINIMUM REQUIREMENTS

Knowledge, Skills & Abilities
Knowledge of:
Fundamental arboriculture and professional urban forestry. 
Indigenous tree preservation and protection principles.
Principles and practices of organization and public administration. 
Research techniques, sources and availability of information. 
Report presentation methods.


Skill in:
Computer programs pertinent to urban forest management.
Computerized work management programs and general office software.


Ability to:

Provide exceptional customer service to those using the Public Works Department services.  

Apply good customer services practices.
Assist in preparation of section's budget.
Communicate effectively in English.
Foster a team-work environment.
Read and interpret development and construction plans.
Recognize indigenous trees in the City's urban forest.
Work independently under general supervision.


Other Characteristics
Willingness to:
Assume responsibility for maintaining a safe work environment.
Work overtime as requested.
Be energetic and capable of multi-tasking.


Experience
Two years of professional experience in urban forestry or a closely related field.
 

Education/Training
Associates degree in business, public administration, horticulture, urban forestry or a closely related field. 
Possession of valid Arborist Certification from the International Society of Arboriculture (ISA).


License(s)/Certification(s)
Valid California Class C driver's license.

 

Promotional Eligibility

Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department.  Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours.  (Civil Service Rule VIII 4-E).

Employees in this classification who obtain professional certification as an International Society of Arboriculture (ISA) Certified Municipal Specialist, International Society of Arboriculture (ISA) Tree Risk Assessment Qualification (TRAQ), or become a American Society of Consulting Arborists (ASCA) Registered Consulting Arborist shall receive industrial certification pay in addition to their salary. Employees in this classification with two or more certifications will result in eligibility for additional Certification Pay.
