Job Summary
This is the expert level Vegetation Management (VM) Program position that has regional responsibilities to either lead, manage or coordinate regional program activities with the Area VM Program Manager within a region, or the System Forester for Transmission or Customer Delivery. The current roles that this position applies to are the Customer Delivery Divisional VM and the Transmission VM Program Manager, who report directly to the Regional VM Director.
In these roles, these positions have the lead responsibility to:
- Work with Regional Area VM Program Managers and the System Forester(s) to monitor and evaluate vegetation maintenance practices throughout the assigned region
- Ensure correct and consistent methods are being used as it relates to program execution, compliance, audits, and training.
- Provide program management, oversight and quality control of the vegetation management program for Duke Energy to ensure a high level of system reliability.
- Develop consistent processes with the VM Program Managers within the Region and the System Forester. Ensure consistent quality assessments and controls are in place to evaluate VM contractors as applicable, and give them objective feedback on their performance to ensure compliance with Duke Energy core values and specifications.
- Serve as the unifying agent providing program leadership, management, direction, coordination, and control of the VM programs in accordance with the established policies, procedures, systems, and requirements of the Company.
- Manage specific regional programs such as herbicide hazard tree, ad hoc high-profile reliability improvements, and other strategic reliability initiatives
- Demonstrate and promotes operational excellence within the VM program to achieve consistency across assigned jurisdiction, highest standards in safety, optimized reliability, and sustainable efficiency.
- Manage budgetary responsibilities ranging up to $30M plus within a given region to assist in successfully delivering on the regional program implementation.
- Participate on or lead project teams for regional or enterprise VM initiatives.
- Communicate with peers, exchanging ideas or gathering information on overall program plan and goals within a specific functional area of operations.
- Assist in implementing and creating new concepts, processes and ideas to serve the VM program.
- Participate, as needed, in public hearings, legal proceedings or similar in support of the subject matter expert or may serve as the subject matter expert
- Contribute to the development of budget forecasts and the development of business cases for continuous improvement through the creation of new concepts, processes and ideas to further VM program advancement.
- Develop new and/or ad-hoc reports that summarize findings and recommendations to support regional or improve program strategic focus:
- Manages strategic, regional level projects that are community relations-sensitive with minimal support from management due to industry knowledge and experience
- Frequently, engages with various internal and external stakeholders to develop and manage special programs or initiatives as needed
- Works with local community relations teams to manage highly visible and/or community sensitive VM activities including proactive engagement with local community and government agencies
Responsibilities
- DVMP/TVMP annual planning
- Develop vegetation management work plan and associated budget for respective transmission or distribution maintenance area/zone in collaboration with other VM program managers, system forester and manager.
- Work with system forester and manager to assure that work plan is in compliance with federal and stated transmission & distribution vegetation management standards and regulatory requirements.
- Provide direction and guidance to lesser-qualified VMPMs
- Contract management
- Support and participate in contract development/award process.
- Monitor the performance of contract resources to assure safe work practices, vegetation management procedures/standards adherence, and productivity consistent with Duke Energy Expectations.
- Lead role for area VM crews during emergency storm operations.
- Work independently on complex issues.
- Apply advanced knowledge and problem-solving skills to wide-ranging issues.
- Integrate industry knowledge related to data into everyday business practices and decision making.
- Customer relations (internal and external): This position responds to customers and community concerns associated with our VM and herbicide programs.
- Governmental/community relations: Works with government agencies, including DOT and Environmental to ensure compliance with appropriate state and federal regulations and pro-active communications of area vegetation management plans and procedures to community stakeholders. Financial management: Manage expenditures within area of responsibility to ensure that budget target and forecast changes are met. Implement adjustments within area of responsibility to complete necessary work while meeting budget forecasts, including forecast changes.
- Work Plans: Monitor respective transmission or distribution maintenance area vegetation management work plan and budget by inspecting/reporting work plan completion progress, reviewing/approving invoices for contractor work, monitoring unit costs, and adjusting work plans and expenditures as necessary.
- Inspector/patrols: Perform regular patrols of transmission or distribution rights-of-way to identify issues that would potentially impact the safe and reliable operation of the line.
- As assigned, coordinate construction clearing activities for construction projects in area of responsibility.
- Coach and mentor other VM Program Managers.
Required Qualifications
- Bachelor's degree in Engineering, Forestry or other technical degree AND five (5) years minimum of electrical or vegetation management experience OR
- Associates degree in Engineering, Forestry or other technical degree AND seven (7) years minimum of electrical or vegetation management experience experience
- In lieu of degree AND required minimum years of related work experience listed above, high school diploma/GED AND ten (10) years minimum related work experience
- ISA Certified Arborist or Utility Arborist Certification for at least 3 years
- Pesticide License
Desired Qualifications
- Bachelor's degree in Engineering, Forestry or other technical degree
- In addition to desired degree, seven (7) years minimum of related work experience
- Working knowledge of how VM affects the safety and reliability of the electrical system.
- Demonstrated experience extracting and interpreting vegetation management data.
- Utility Arborists Certification
- Utility experience – working knowledge to proficiency
- PMI knowledge
- Project-related work experience
- Familiarity with GIS databases and other geospacial systems
- Construction management knowledge
- Demonstrated ability to implement vegetation management methods, processes and procedures and train and develop other foresters in the implementation of the same
- Demonstrated organizational and time management skills
- Demonstrated effective communication and customer relation skills, both verbal and written
- Demonstrated ability to evaluate program effectiveness

- Hybrid Mobility Classification - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to a Duke Energy facility.
