DESCRIPTION: Under general supervision this position is responsible for the overall implementation of a town wide Urban Forestry Program including tree planting, maintenance, related landscaped areas, contract administration, enforcement of tree related policies, and representation of the Town at public meetings.
SUPERVISION RECEIVED AND EXERCISED: Exercises direct supervision over contractual and maintenance staff when performing tree/landscape maintenance. The position resides within the Public Works Department and reports to the Public Works Operation Manager. This position may be required to supervise employees related to Urban Forestry.
EXAMPLES OF TYPICAL JOB FUNCTIONS: Primary duties include, but are not limited to, the following:
1. Conduct tree planting, tree pruning recommendations, assist with tree watering, seek opportunities to enhance the Town’s tree planting program via grants, and coordinate community tree planting events.
2. Administer and enforce the Town’s Charter and related ordinances.
3. Supervises, inspects, and manages Town contracts for tree pruning, tree removals, contractual providers when performing tree/landscaping maintenance
4. Assist with preparation of urban forestry budget and oversee expenditures to ensure budget compliance.
5. Solicit proposals and monitor work for vegetation management all Town’s properties.
6. Respond to tree maintenance issues in commercial zones, including maintenance of grates and tree wells.
7. Conduct tree inspections and prepare inspection reports.
8. Maintain an accurate tree inventory database, provide accurate data to committees, commissions, and management.
9. Respond to any tree emergencies.
10. Oversee tree-related sidewalk repairs, including correspondence with property owners, tree root shaving or sidewalk re-alignments as necessary, and coordination with other staff.
11. Report to the Town’s Shade Tree Commission regarding any tree removal applications and provide tree inspection reports/ recommendations.
12. Provides community outreach including organizing workshops and volunteer led events
13. Provide technical expertise for planning and building projects involving Town trees.
14. Coordinate and cooperate closely with other Town staff for related areas.
15. Work with developers to ensure proper tree manage per Town’s Charter are followed.
16. Apply for grants and funding opportunities related to trees, parks, and playground area within the Town
17. Assist and advise the Shade Tree Commission, attend Shade Tree Commission meetings

QUALIFICATIONS: Knowledge, Skills, and Abilities:
• Knowledge of ANSI 300 practices and procedures.
• Knowledge of essential elements of a comprehensive urban forestry program, state and local government.
• Knowledge of current practices and procedures of maintaining an urban forest including tree planting, species selection, maintenance, and tree pruning.
• Knowledge of tree protection measures for construction sites and other heavily traversed public areas.
• Knowledge of methods and techniques of record keeping, principles and practices of business computer applications (including word processing, spreadsheet and tree inventory database management systems), principles and practices of budget administration.
• Knowledge and ability to read, understand, follow, and enforce occupational hazards and standard safety procedures as well as for job related safety requirements for operation of trucks and other equipment.
• Knowledge of applicable Federal, State, and local laws, codes and regulations.
• Ability to communicate verbally and in writing; work effectively with the community and make presentations to public review bodies, make sound decisions in a manner consistent with the essential job functions.
• Ability to read landscape plans, maps, utility prints, and familiarity with tree protection measures on construction sites.
• Ability to analyze complex issues and develop and implement appropriate responses.
• Ability to courteously respond to community issues, concerns and needs. Establish and maintain effective working relationships with those contacted in the performance of required duties.
• Ability to operate computers, tablets, and electronics in an efficient manner utilizing designated word processing, spreadsheet, and database management information systems accurately and effectively.
• Assist in development of the urban forestry program budget.
• Ability to meet the physical requirements necessary to perform assigned duties including tree planting, young tree pruning, and associated tree maintenance duties in a safe and effective manner for self and others.
• Ability to observe safety principles and work in a safe manner. Operate hand and power tools competently and safely.
EDUCATION AND EXPERIENCE: Any combination of experience and education that would likely provide the required knowledge, abilities and skills is qualifying. A typical background that would likely provide the required knowledge, abilities and skills would consist of the following:
Education: Possession of a Bachelor’s Degree preferred, with coursework completed in landscape design, arboriculture, forestry, botany, or related and/or public administration or previous experience demonstrating the ability equivalent and combination of education, training, and experience in the field.
Experience: Five years of experience in the urban forestry field or related work, preferably within state and/or local government.
One or more years’ experience as an inspecting arborist is desirable.
LICENSES AND CERTIFICATIONS:
• Certification and License: Possession of a professional arborist certification at all times.
• Possession of ISA credentials at all times
• Ability to obtain and maintain ISA Tree Risk Assessment Qualification
• Possession of a valid driver’s license at all times.
PHYSICAL/SENSORY REQUIREMENTS: Requires ability to stand, walk, climb, crouch, crawl, kneel, stoop or sit for prolonged periods of time and to operate motorized vehicles. Ability to lift and carry up to 50 lbs. Ability to bend, twist, and reach. Requires effective audio-visual discrimination and perception needed for: making observations, communicating with others, reading and writing, and operating assigned equipment and vehicles. Work in both office and field environments; travel from site to site; exposure to noise, dust, fumes; inclement weather conditions; work with computer and office equipment.
ADDITIONAL REQUIREMENTS:
• Must pass a background investigation and pre-employment physical
• Must be able to work over-time and/or on-call emergency related hours as needed. This may require working late night and/or weekend hours
