Urban Forestry Permitting & Regulation Supervisor, Pre-Announcement

Location: Portland, OR
Salary: $65,811.00 - $109,491.00 Annually

Portland Parks & Recreation is seeking two Urban Forestry Permitting & Regulation Supervisors (one development focused, one non-development focused). Urban Forestry Permitting and Regulation Supervisors are key leadership positions overseeing the City of Portland’s Tree Code regulations to implement the Urban Forest Management Plan and manage the City’s urban canopy.  These positions are skilled at working with a variety of people, negotiating complex permitting and regulatory situations and providing innovative program oversight.

About the work: The Permitting Supervisors will demonstrate tact, diplomacy and patience with strong people-management skills to create a professional, cohesive and high-performing team with a service-oriented work ethic.  All candidates must have a strong commitment to racial justice, diversity, equity, and inclusion. The ability to successfully communicate and  collaborate in-person and in writing with a broad range of stakeholders, from other city bureaus to public issue groups, private citizens and businesses, is essential. 

As a Permitting Supervisor you will:  

  • Understand and apply Urban Forestry and arboricultural practices  and  standards  

  • Understand and apply municipal regulation and permitting practices 

  • Interpret city code, policies, bylaws and regulations. 

  • Analyze, assess and generate reports using database software systems. 

  • Deal effectively with the public and outside agencies. 

  • Lead, oversee and assess the successful performance of Tree Inspector staff 

  • Be skilled in promoting workplace diversity and creating a positive work environment.   

  • Interpret site plans, architectural drawings and other development related documents. 

Non-Development Supervisor: 

Oversee a team who performs field-based tree condition assessments to review, process and issue non-development permits, write work orders, investigate tree code violations, respond to appeals and consistently enforce non-development tree code regulations city-wide (Chapter 11.40 and 11.45 of the Tree Code). The incumbent will work closely with the Permitting & Regulation Manager, Operations Team, City Forester and public agencies to manage programmatic permits, residential tree permits, and city tree permits for regulatory compliance.   

Development Supervisor:  

Oversee a team who performs private and capital plan review, draft findings, perform field-based tree condition and tree preservation assessments, investigate tree code violations and consistently enforce development tree code regulations city-wide (Chapter 11.50 of the Tree Code).  The incumbent will work closely with the Permitting & Regulation Manager, Bureau of Development Services, city infrastructure bureaus (Transportation, Water, Environmental Services, etc.), private development community and the City Forester to manage Tree Code regulations as they pertain to development.

Specific licensure or certification for these positions will be as follows:
