pitch canker and hillsides

Pitch canker has taken root in most of the trees on the hillsides in my town and directly behind my house. These hills also have a history of sliding (mostly where there are no trees) including some slides that have killed peopel and damaged houses. Now that it is looking like the trees with pitch canker will have to be removed, I need info on replacing these trees with others that will continue to keep the hillsides stable. It seems that any sort of distruction - removing and then replacing will have to be done with care and with a plan. The city officials are not being that supportive and developers want to take advantage of the removal of the trees to allow for construction while skriting a tree removal ordinance. Any suggestions or resources. This is in a northern california coastal town.
