ice storm damage to young betula nigra

I am a student at Southern Maine Technical College enrolled in the Arboriculture course for this semester. One of the first problems is a young betula nigra just outside the Plant & Soil classroom which was recently bent to the ground by a recent ice storm. The tree is planted in a grouping of rhododenrons and pines approx. three feet from the foundation. Our campus borders the Atlantic Ocean and the building faces the sea. Questions: Is this a "wrong plant, wrong place" situation, will it right itself, how would you fix it?
