Holly Tree Problem

Have two Hollys here in Florida. One has lost a great many leaves recently. Leaves have black slashed-shaped spots on them and a cotton-white fibrous coating around the junction of leaf stems and twigs. Condition seems to be spreading to a second Holly about 20 feet away.
Home Depot clerk said it was "mites" but the insecticide (Concern) doesn't seem to be working.
Any suggestions will be greatly appreciated.
