There are a number of clovers that work very well. They provide ground cover, and fix a little bit of N as well. Clovers and alfalfa (don't use alfalfa) have little spring loaded stamen that whack honey bees in the head when they attempt to get the necter. As a consequence, stinging bees are discouraged by clovers and small non-stinging bees such as leaf cutters are encouraged.

Besides, it gives the leaf cutters something better to work with than rose leaves.
