Tom, I don't know what part of the country you are in, but
here in coastal South Carolina, I suggest Algerian Ivy (English Ivy likes to climb too much for me to use it), Liriope,
or Ophiopogon. Vinca major or miner doesn't love it here in
the Lowcountry,but does very well in other parts of the south.
Tell your client that chips are best, but that you will install
plants as long as you don't have to till, add top soil, or
plant too many. I preferr a creeping ground cover or vine
that will cover the area over time without having to plant
too heavily.
