tree purchasing specs

I'm in the process of writing specifications for purchasing trees under a competitive bid process. Since we're required to purchase nursery stock by competitive bid, our control over the trees we receive is limited, so my goal is to write a tight set of specifications so that we get the highest quality trees possible within the restraints of also taking the lowest bid. I'm not looking for tree planting specs. I'm just trying to avoid receiving trees with structural problems, girdling roots, etc. Does anyone have a good set of specifications that I might be able to use as a guide?
