To my knowledge, cedar apple rust does not affect yews. A very closely related fungus causes hawthorn rust on hawthorns. The symptoms are usually yellow spots on the leaves of hawthorns. This fungus then moves to junipers and forms galls on the twigs.

When you mentioned "buds", I'm not sure what you're describing. Are you seeing galls on the yew? If so, is it possible that you have a juniper rather than a yew? Please send me additional information about the problem that you are having.
