how to plant?

I am in Springfield Massachusetts. I have several healthy arborvitaes and at this time they are producing "buds."
They are a orangy brown in color and I am able to carefully "peel" them apart to what seems like seeds. Is this correct regarding what I think are seeds?
If so, how do I procced in germinating and planting these healthy plants?
I am not gifted with a green thumb, so go easy on me.
