Cottonwood suckers

I need some advice on how to eradicate Cottonwood suckers from approximately 15 Cottonwood trees of varying size. I live in Central CA. I had the trees excavated from a 5000 sq. ft. area about 6 weeks ago. It seems that any roots that were left in the soil after excavation are producing suckers. Now instead of having 15 trees I have encountered upwards of 50. I mistakenly thought that once the tree trunks and root balls were removed, any remaining roots would rot. I have been spraying the suckers with Round Up, although I'm not sure if this is effective. I want to plant sod in this area so I want to make sure that I will not have any problem with suckers. Any ideas on how to get rid of the suckers will be appreciated. Thanks.
