Seems to me that its the nature of the the product, what is commonly called mulch is undecomposed wood chip

My opbservations of the two materials is that leaves don't hold moisture the same way chip does, chips compact more also. Ive dug into through needle mulch, leaf mulch and chip mulch, Ive foud cankers and adventitiouse rooting in the latter but the former two don't seem top have tyhat problem

The time scale appears to be a good hypothosis too, a gradual buildup aposed to s stressed transplant having up to 6in of twice ground chip piled upon it.
