CA palms - best timing of fungicide for pink bud rot

I'm not a proponent of scheduled pesticide applications,
but when would the best window for fungicide application (Cleary's 3336 - the Benlate replacement)be as a preventative against Pink Bud Rot (fungal infection) of Canary island date palms (Phoenix canariensis) or Washingtonia species? What about as an eradicant?
