During site investigation, do you recommend aerial inspection in one or two cases, many cases or all cases?

Binoculars are good, but closer inspection of a cavity at twelve metres is better. Local Planning Authority application requires that all specifications must be made clear prior to sanction of works. Cost for aerial inspection is $90 per hour minimum. Simple feedback required.
