I think that the best way to do something like this would be on the municiple level.

Say Point sets up a board to oversee the the practice of the profession in its juricdiction. Write ordinace mandating the adhearance to ASNSI standards, and providing a vehicle for removing the unproffesional segment of our industry.

I cringe at the idea of more authority to Uncle Sugar.
