Jacaranda trees not flowering

We have noticed some abnormalities in our Jacarandas (Jacaranda mimosafolia)

Last season they were defoliated early by a leaf miner (the larva of a small fly, I'm told), and now in our spring when they are meant to be flowering magnificently, they aren't!

Can anyone shed some light please?
