white birch tree - flying insect infestation

This past weekend I noticed a great number, almost a swarm,
of one specie of flying insect in a white birch tree.
(upstate NY) The insect looked like a large flea. When I
rustled a branch they landed on my clothes.
The tree leaves also had a pungent odor.What is the insect
and is it a threat to the birch? There is no noticeable
damage to the tree or leaves. The tree is 20 years old and
appears healthy. Many thanks.
