Birch Tree care

I had a River Birch tree planted in July. It almost immediately began to weep. I keep it well watered (between soaking, rain and sprinkler system). I would like to put Pine Bark nuggets around the base.
Do you know if the acids or tannins in the bark nuggets will harm the tree in any way ???
Any advice would be appreciated.
