Japanese Weeping Cherry Tree

Need help with an aspect of the subject tree.
I'm looking at a tree that has running sap from the lower
trunk (6" to 8") from the ground. The sap has a hard outer surface
and is without flavor. It has the appearence of amber.
Question - Is this normal or is there a problem?
