It would seem that the law no's no boundaries and with commensense prevailing, given that the last professional on site has a "duty of care" through his/her actions to prevent a forseeable hazard. However, if they cause, through their actions a potential hazard, then one would expect that they would be held liable in the event of any claims arising.
Your description suggests that the remainder of the tree now requires removal asap. Though its difficult to tell from here in Birkenhead UK.
