While it is possible to treat Fe chlorosis with chelates, highly alkaline soil can affect the availability of many nutrients, and not all of these can be corrected with chelates. What kind of soil pH are you dealing with? Highly alkaline soils might actually be one of the few situations that you could justify doing soil replacement work on.
