Pine scale

Can anyone help me with what I believe to be pine scale on either ponderosa or black pine? I'm pretty sure it is pine scale by using a very extensive pest identification book. The tree has serious dieback and browning of needles at the end of the branches, especially at the top. The tree is pretty small, only about 25-35' ft. tall. Is it even worth trying to save?
