This may be too late, but the University of Washington
Center for Urban Horticulture is about to publish a symposium
proceedings for "The Decline of Pacific Madrone: current
theories and reseach directions" which was held a year and
a half ago.

Dr Clement Hamilton and Dana Bressette have a paper in
there looking at 300+ trees in the Puget Sound region and
correlating tree health to multiple parameters. You might
find support there for root zone disturbance being correlated
with decline. That's certainly the common wisdom around
here.
