Your idea on setting pipes in the root zone has merit. You do not
give me enough information to make a good judgement. What type of
soil do you have? How far has the tree declined? How deep is the
fill over the root zone? As to your question, can you resuscitate
a tree, that depends upon how far it has declined. If you are having
difficulty locating a good arborist, try the Certified Arborist Dirctory
on the ISA home page where you posted the original message. Finally,
if you find a good arborist, consider pursuing litigation against the
idiots responsible for reducing the value of your trees.
