The American Standard for Nursery Stock (ANSI Z60.1-1990)
states that in size grading shade and flowering B&B trees,
trunk caliper shall be measured at 6 inches above the
ground up to and including 4 inch caliper size, and 12
inches above the ground for larger sizes. They go on to
explain the various ways that trees are measured for height
and modifications to measurements based upon special forms
such as multi-trunk. This is probably your best source of
information on the subject. The CTLA echoes this in basing their
trunk diameter measurements as: at 6 inches for up to and
including 4 inches, at 12 inches for larger trees (assumed
but not stated) to be of transplantable size, and at 4.5 ft.
above ground for larger trees (trees usually considered too
large to transplant, although this is somewhat nebulous).
