An interesting way to offset root loss is pruning out the leading laterals. It reduces the trees moisture needs offering a greater survival rate. Its a sellable point to developers of wooded lots. Respected developers may be responsible for removing dead trees.
I have always wanted to take those careless developers to court. Unfortunately most owners wont even consider it especialy when its 2 or 3 years later when the tree dies.
I have wondered if however local tree ordinances couldnt be used to make them stand accountable for the neglectfull way tree are treated. Does directly contributing to the death of a tree count as removal with out a permit.
Seems feasable that one should be held accountable for ones actions. The local ordinance here does call for considerable protection in construction processes.
Unfortunately I've seen ordinances repealed when irritated developers are threatened with fines. Their business influence is considerable and should not be taken lightly. Aggrivated people are more likly to attend meetings than supporters of tree ordinances. The majority rules.
