Ash decline is also a common problem for a number of ash spp. grown here in N.S.W. and in Victoria, Australia as well.
It's usually more prevalent among more stressed street tree plantings (but not always). There are a few examples of ash (eg. 'Raywood') growing in very good residential gardens and with no apparent stress factors. Next to these are trees of the same species and ok (so far).
The answer - ? But for a good discussion of dieback and decline syndromes start with Terry A. Tattar, 1989 "Diseases of Shade Trees" pp.334 - 342. There are some other references but I don't have them with me just now, so get in touch.
