root barriers and systemic treatment

My neighbor and I are trying to come to an agreement about a
very mature silver poplar on my property. I had the tree
pruned after an early snow storm last fall and the trimmer
did a good job. My neighbor seems to feel that the tree
needs additional pruning and he also wants us to help pay for
a "root barrier" or systemic treatments to keep the roots
from sprouting in his yard.
I am very concerned about how his ideas will affect the
overall health of the tree.
Have any of you had experience with this approach?
I was hoping that someone could tell me if this
would be safe and effective and how often pruning is
recommended. I don't know who to call to get a fair
appraisal of what needs to be done since many of the
arborists on the lists I have seen are in the tree
trimming business. Will severing the roots on one side
of the tree kill it? The tree is about 2' in diameter.
What about "systemic treatments" to stop root sprouting?
