I think it is difficult to decide on tree stability or survival of this tree based on distance of the excavation from the trunk. I suggest you determine how many roots were cut and what proportion remains. Root distribution in street trees is very unpredictable because of all the underground activity that goes on. We have excavated within a couple feet of mature London plane, and not encountered any significant roots.

I rarely see trees fall over from root cutting on two sides. Survival is another issue. We rate Norway maple as "moderately tolerant" of root pruning. I have been surprised many times by the amount of root removal a tree will tolerate. It is important to ensure the intact root system is supplied with adequate water. Also, over time, decay may enter the wounded areas and reduce tree stability.
