Christmas Tree Lights In Trees

I hesitate to broach such a ludicrous sounding subject, but it is a strongly held requesite in the specs for city street trees here in Southern Oregon. I, tongue in cheek, suggested dead trees be planted for the hanging of lights. But, seriously, does anyone know if there are commonly used street trees that are more likely to survive the ravages of Xmas lights.
