According to the AFA (American Forestry Association) a trees
circumference should be measure at breast height, which is
4 1/2' or 1.37 meters above average ground level. If the tree
is growing on a slight slope you should find a half way point
between the lowest point and 4 1/2' above the highest point.
If the slope is so steep that the half way point is lower than
ground level on the high side, you measure from ground level on
the high side.
In some cases the tree may be smaller at 3' than at 4 1/2'
In this case you want to measure the smallest circumference
below 4 1/2'
