Where to find good employees

Where can a company find clean,sober,and decent people to work in this field? Many of the workers I have come across are either alcoholics, crack addicts, or have criminal records. Why is this so? Is it only the region I reside, or do other regions have the same problems? I live in N.O.,La. Also, do other companies out there do drug testing or criminal record screening?
