If this is correct I will continue the discussion:
The hazards could be moved be they houses or birdfeeders (hey, its a hypothetical situation).
The climber could climb off of a seperate tensioned line suspended between two other trees.
The tree to be removed could be guyed with ropes tied to other trees, ground anchors, a truck, etc., using pulley redirects if necessary.
A self propelled lift could be used given that there is adequate access.
Scaffolding could be set up and those frisbees could be easily cut out of the trunk sections.
The climber could approach it as a modified lead climb and set a choker sling for a tie in point beneath the perceived weak spot in the tree and set slings to clip into as she/he ascends. If the part that the climber is in breaks they WILL fall to the next anchored sling. *This is just a fantasy technique that may have some sort of application in an altered form. I personally would not want to have the top of this hypothetical tree sliding down my rope toward me but in the right situation that might be better than falling to my death.* I only wrote this "technique" in the hopes that it might spark some sort of creativity.
