assessing tree damage

We live near Omaha,NE and this last weekend we recieved rain
followed by 12 inches of wet heavy snow.
Many of our trees were damaged. We lost the tops off of several
and large limbs off of many others.
What determines when a tree needs to be removed and when it can
be saved?
How soon do the repairs need to be made to the damaged trees?
