I first experienced it about 1984, while working for Slavey
tree.The salesman bid $2,000.00 to take down a 6'dbh yellow
Pop. about 120-130'. The new home was built 8' from the tree
then surrounded by a wall about 20' away. At 60' we hit cement
in the heart. We finally pulled the landscape to bring in a
crane. Cut a notch, sent the saw down re-sharpen, back cut,
break it off with the crane. When 1st bid the quote was $2,000
It took 3 weeks, it when in the hole big time. One our climbers
filled it with cement 25 years ago. But the sales person was a pain
in the butt, so he said nothing till we hit it. Good ole company civil wars.

By the way the last L.D. I built is a bollard 4" small frame
it fits in the boxes easy weights about 15lbs. the other
day we dropped hitch a North.Red oak log 12' long x 20" dia.
I come up with 1,644 it took 3 ground people to lay it correctly.
With 3 raps of 3/4" D.B. the climber had no ride at all.
But with this new little L.D. you can tie off the rope in 4
different spots, or use the little horns to lower.
If I have the energy, I should build one more that ratchtes.
